Can an employee who is concerned about having COVID-19 and being asymptomatic refuse to come to work for fear of infecting others?

The employer should err on the side of caution and allow the employee to work remotely, if possible, for a 14 day self-quarantine period, negative test or clearance by a doctor to return to work.
