Does the decision to temporarily close the parish campus during this crisis, (parish office, school, etc.), come from the AOD or can the pastor make that decision?

The pastor is to consult and work with his Regional Moderator, the Department of Finance and Administration and the Department of Human Resources prior to making a decision to temporarily close a parish campus during the crisis.
